本校創立於明治38（1905）年，迄今為超過百年的老校，位於臺東市郊西南方山麓，背倚中央山脈的利嘉山（又稱呂家山），面向臺東卑南溪沖積平原與廣闊的太平洋，遠眺綠島、蘭嶼，自然環境優美，是一個純樸靜幽的鄉下小學。後山直上連接利嘉林道，地形複雜、林相完整，林木蒼鬱、空氣清新，動植物資源相當多元豐富。
Our school was founded in 1905 and is an old school which already established over 100 years, located in the foothill southwest of Taitung City suburb. We are leaning against the Lijia Mountain of Central Mountain Range, facing the Taitung Beinan River alluvial plain and the vast Pacific Ocean, and overlooking Green Island and Orchid Island. Being in a beautiful and natural environment, we are a simple and quiet rural primary school. Along the Lijia mountain there connects the Lijia Industry Road. The land form here is complex, the forest is unreclaimed, the trees are green, the air is fresh, and the animal and plant resources here are both diverse and abundant.

學區為卑南族八社之一「利卡夢部落」，族群文化特色鮮明，家長多數以農業或勞力營生，因為部分父母外出工作的關係，隔代教養及單親比率偏高，但學生保有樂觀進取、善良純樸且具有幽默感的天性。
Our school district is located at Likavung, one of the eight Puyuma tribes. The local residents have distinctive ethnic characteristic, with most parents working as farmers or labors. As some parents must go out for work, the percentages of grandparenting or single parenting are comparably high. Even so, the students still maintain their optimistic, enterprising, kind, simple and humorous character.

校地寬廣（2.9公頃），校園內有許多的大樹，宛如自然公園一般，後校園梅樹林立，1997年起，每當梅花盛開的季節，舉辦「利卡夢‧梅之宴音樂祭」，邀請國內外知名的音樂家來校園演奏，總是吸引眾多音樂愛好者前來聆賞，是坐是臥輕鬆自在與音樂相遇梅園下。
Our school land is very spacious (2.9 hectares) with lots of trees inside the campus just like a natural park. On the back of our campus there are many mumeplant. From 1997 onward, when it is the full-bloom season of plum blossom, the “Likavung - Feast of Plum Blossom Music Festival” is held here. The event would invite famous domestic and overseas musicians to perform in our campus, and it always attracts lots of music lovers to come listening to music while sitting or lying relaxedly in the plum blossom garden.

小而美的學校型態，各年級雖僅有 1 班，但在學校教師的努力下教學合作、專長互補，獲得家長的支持與信任，並滿足學生學習的需求，在各項學習成效上仍有卓越表現。
Our school is small and yet excellent. Although we have only 1 class for each grade, under the teaching efforts and cooperation to complement each other’s expertise by the teachers, we gain the support and trust from the parents while satisfying the studying needs of the students, they perform excellent academic results.

學校教育的主體是學生，師生與社區共同建構起學校教育願景：以「健康、能力」為學校教育目標，以「自信、美感」為健康能力的象徵。期待利嘉的孩子有著健全的身心發展、穩固的學習基礎、積極的社群互動及美感的校園生活，更以老師「善教」、學生「樂學」，來『成就學生』，打造一個快樂、有效的學習園地。
The main body of our school education is that we want to build a vision of school education together with students, teachers and the community, which is: Have “health and ability” as the goal of school education, and use “self-confidence and aesthetic feeling” as symbol of healthy ability. We hope our children will have sound physical and mental developments, solid foundations for learning, positive community interactions and aesthetic campus lives. Furthermore, we want our skillful teachers and happy-learning students to achieve capable students, so as to build a happy and effective learning place.
